Juin Invasion: Register This!

In a move of dramatic irony, at the same time that the Juin military was dealing with an invasion on the home front from an obviously super-powered warrior (See "DO: The Quest Begins" on the Juin board), it was answering the registration legislation with an invasion of its own. For a long time, Juin had been planning on capitalizing on the continent-wide destruction caused by Quaj-Mi (See Celestial Sphere saga in the archives), but Civil War and continued political strife had prevented their expedition. Now that the country was fully re-united, and their opening borders had re-directed attention back outwards, they were ready to re-claim one of their lost lands. The provisions of the registration law forced their hands. If the law required them to register their abilities while traveling anywhere outside of their lands, then they would simply expand their borders to avoid registration.
The entire seventh and eighth Regens, with the exception of a skeleton defense force, were deployed to occupy the continent. Meanwhile, the Royal Guard contingent already deployed at King's Bay expanded its presence across the continents' northern coastline to prevent any interference from Generica. Already deployed with a double-sized garrison, they were soon to be reinforced by elements of the seventh Regen. Also, rather than secure the entire continent by foot, the Juins quickly went to work setting up a network of sensor beacons and observation posts all around the continent, starting at the coasts and working their way inward. Considering that the continent was already virtually desolate, it was safe to say that unless any other nations decided to interfere, the continent was secure.
Despite their strong military presense, another international war was the last thing that the Juins wanted. The soldiers were more of a pre-cautionary measure. Thankfully, their invasion of the abandoned continent went mostly unnoticed until a spokesman from King's Bay called a press conference announcing it. The Juin Government issued an official proclamation of occupation to the international community, declaring the continent Juin territory. They stated that they had two intentions: one, use Juin terraforming technology to revitalize the continent, and two, create a safe-haven for super-powered fighters where they could explore their abilities in a controlled environment, in exchange for tribute or assistance with the terraforming operation. The Juins hoped that the set up would ward off any ill will towards them. Secretly, though, they hoped that by currying the favor of some of the world's most powerful fighters, they could use them to acheive their aim of re-dominating the globe.
